The goal of a winter operational cloud seeding program is to augment precipitation to increase target area run off for:

•  Water supplies for municipal and recreational uses
• Irrigation for agriculture
• Hydroelectric generation
• Environmental issues such as water quality and temperature, water for fish, and pollutant dilution. ​

Objectives

​To accomplish these goals, RHS Consulting sets these project objectives for every winter seeding program:

• Identify winter cloud seeding opportunities and storm systems that pass over the target area to enhance precipitation for increasing snowpack and stream flow during the late spring and early summer.
• Accomplish goals using state-of-the-art seeding techniques and equipment.
• Comply with all existing rules and regulations arising from federal, state and local government entities.
• Identify and minimize any potential impacts on the environment.
• Confine seeding effects to the program target area.
• Identify and minimize any real or perceived safety hazards to persons or property within the operational program area.
• Provide appropriate and timely information to the program participants and the public to maintain good relationships with the community.

• Make a reasonable assessment of the program to provide a measure of program effectiveness and accountability.
